Ontario Press Council membership stood at 228 at the beginning of 2009, down from 232 a year earlier.

Daily newspaper membership dropped to 37 when the Port Hope Evening Guide and Cobourg Star were folded into Northumberland Today. And the number of community newspapers and specialized publications stood at 195.

The following list shows average circulation per issue for each participating newspaper. The figures come from the Canadian Newspaper Association, the Ontario Community Newspapers Association and from publishers of papers not otherwise listed.

Circulation of the 37 dailies totalled 1,620,160, down 241,787 from 1,861,947 a year earlier. Non-daily circulation totalled 3,106,622 compared with 2,960,045 at the beginning of 2008.
